Job Title: Instructional Designer
Location: Preference given to candidates in Oregon, Washington, or California
Remote: Yes, with occasional travel to client site
Period: 05/01/2025 – 12/31/2025 (with strong likelihood of extension)
Hours/Week: 40 hours
Rate: $75 - $80/hour based on experience
Contract Type: W-2 or 1099


Scope of Services:

The Instructional Designer will support a utilities client undergoing a critical transformation initiative aimed at integrating people, processes, and technology. This role involves working closely with the Organizational Change Management (OCM) team to develop, implement, and refine training content for organizational change, focusing on system implementations, process optimization, and alignment across teams. The ideal candidate will be responsible for designing and developing engaging, interactive, and effective training content using industry-leading tools, including Articulate 360, Adobe Captivate, Camtasia, and Moodle, to ensure successful adoption and sustainment of organizational changes.


Role, Responsibilities & Deliverables:

  • Change Management and Training Content: Work collaboratively with the OCM Lead and key stakeholders to create comprehensive training content that aligns with the change management objectives. Design learning solutions that facilitate the adoption of new processes, systems, and tools across the organization.
  • Instructional Design: Develop and deliver engaging eLearning modules, simulations, instructor-led training (ILT) materials, and blended learning solutions that cater to various learning styles. Utilize Articulate 360 for interactive courses and Adobe Captivate for responsive, mobile-friendly content.
  • Content Creation for Organizational Change: Focus on creating training content specifically designed to support the changes outlined by the OCM team. Develop clear and engaging materials that help employees understand and adapt to new business processes and systems.
  • Integration with LMS (Moodle): Upload and manage content on the Moodle learning management system, ensuring that training materials are accessible, tracked, and aligned with business requirements.
  • Feedback and Iteration: Collect feedback from stakeholders and training participants to assess the effectiveness of learning solutions. Continuously refine and optimize training content and delivery based on user feedback and performance metrics.
  • Collaboration with Change Management Teams: Work closely with OCM teams to ensure alignment between training initiatives and organizational change goals. Participate in the development of communication strategies, ensuring that training materials support the broader messaging around the transformation.
  • Reporting and Metrics: Track training progress and completion rates, providing regular updates to leadership. Use data to identify areas for improvement and adjust content and strategies as necessary.
  • Risk Mitigation and Strategy Refinement: Work with the OCM Lead to identify training-related risks, recommend solutions, and adjust content and delivery methods to meet evolving needs.
  • Final Deliverables: At the end of the engagement, provide a comprehensive report summarizing training activities, learner feedback, and recommendations for future learning initiatives to sustain the changes implemented.


Required Experience:

  • Instructional Design Experience: Minimum 5 years of experience in instructional design, with a focus on organizational change initiatives and systems implementation.
  • Tools Proficiency: Strong experience with Articulate 360, Adobe Captivate, Camtasia, and Moodle. Ability to create highly interactive, engaging, and visually compelling training materials.
  • Change Management: Experience working within an organizational change management framework, particularly in large transformation initiatives. Understanding of PROSCI or other change management methodologies.
  • Utilities Industry Experience: Experience in the utilities industry, especially with electric energy systems, is highly preferred.
  • Process Improvement and Technology Integration: Proven experience in developing training content that supports process improvements and technology integrations across business units.
  • Stakeholder Engagement: Strong ability to build relationships with cross-functional teams, senior leadership, and subject matter experts to ensure alignment and successful training execution.
  • Experience with Agile and Waterfall: Experience working with both agile and waterfall project delivery frameworks, particularly in large transformation programs.

  • Adaptability and Problem-Solving: Ability to adapt to changing business needs and adjust training strategies based on feedback and evolving project goals.
  • Consulting: Ability to consult with internal teams and stakeholders, providing tailored solutions that meet the business’s needs and drive transformation success.


Education & Certifications:

  • Education: Bachelor’s degree in Instructional Design, Educational Technology, or related field.
  • Certifications: PROSCI Change Management Certification (preferred); Project Management Professional (PMP) or similar certification is a plus.
  • Other Certifications: Experience or certifications in Lean Six Sigma, ITIL, or related process improvement methodologies are a plus.
